REMINDER: MANDATORY ELECTRONIC TITLING AND REGISTRATION TAKE EFFECT JANUARY 1, 2018.

Effective January 1, 2018, all new and used motor vehicle dealers will be required to submit applications for certificate of title electronically (online) through the Georgia Electronic Title and Registration (ETR) system. For more information about ETR, please visit Department of Revenue's website at Mandatory ETR Bulletin to Motor Vehicle Dealers

Due to this statutory mandate, effective January 1, 2018, dealers will no longer be able to print Temporary Operating Permits (TOPS), except through an authorized ETR provider. IF YOU HAVE NOT CONTACTED AN AUTHORIZED ETR VENDOR, YOU MUST DO SO NOW!!! FAILURE TO DO SO MAY RESULT IN DEALERSHIP BEING UNABLE TO PRINT TOPS AND DELIVER VEHICLES EFFECTIVE JANUARY 1, 2018.
REMINDER: TAVT LEASING CHANGES TAKE EFFECT JANUARY 1, 2018

As GADA has been communicating through dealer alerts, pursuant to House Bill (HB) 340, the calculation of TAVT as it relates to new leased vehicles will change effective January 1, 2018. Beginning January 1, 2018, leased vehicles no longer will be taxed on the full value of the vehicle. Instead, TAVT will be calculated by multiplying the tax rate by "the total of base payments pursuant to the lease agreement."

The Georgia Department of Revenue (DOR) has finalized new Rules and Regulations designed to incorporate this change. View finalized DOR regulations. The final regulations by DOR state that, for new vehicles that are leased, TAVT will be calculated by multiplying the tax rate by "the total number of base payments, including down payments, pursuant to the lease agreement."

SPECIAL SYSTEM CHANGE NOTICE TO TITLETEC/AUTOPOINT USERS:

TitleTec/Autopoint has previously sent communication to its customers regarding an upcoming system change. As indicated in prior communications to dealers, to align with the Georgia Department of Revenue ("DOR") security requirements, and as a condition of processing ETR transactions, all Georgia dealerships processing ETR transactions using TitleTec/Autopoint are required to establish and maintain a static IP address for each authorized user at a dealership's physical location. To ensure continued access to the TitleTec/Autopoint ETR system, dealership Administrators must register the static IP address for each User no later than December 27, 2017.
